What is SCIPUB?

Science Publications(SCIPUB) is one of the largest Open Access journal publishers. It is currently publishing more than 40 open access, online, peer-reviewed journals covering a wide range of academic disciplines. SCIPUB serves the worldwide academic communities and contributes to the progress and application of science with its publication.

What is Open Access?

All original research papers published by SCIPUB are made freely and permanently accessible online immediately upon publication. To be able to provide open access journals, SCIPUB defrays operation costs from authors and subscription charges only for its printed version. Open access publishing allows an immediate, worldwide, barrier-free, open access to the full text of research papers, which is in the best interests of the scientific community.

SCIPUB is striving for membership in the Open Access Scholarly Publishers Association (OASPA) , adheres to its CODE OF CONDUCT, and follows its Membership Criteria and supports OASPA's Statement on Open Access.

Publication Ethics Statement

SCIPUB is committed to maintaining high standards through a rigorous peer review, together with strict ethical policies. Any infringements of professional ethical codes such as plagiarism, fraudulent use of data, or bogus claims of authorship should be taken very seriously by the editors, with zero tolerance.

SCIPUB follows the Code of Conduct of the Committee on Publication Ethics (COPE) , and follows the COPE Flowcharts for Resolving Cases of Suspected Misconduct.

The submitted manuscript should not have been previously published in any form and must not be currently under consideration for publication elsewhere.

Organization of Boards

All board members receive an Appointment Letter and are expected to return a signed copy. All members of the SCIPUB Advisory Board and all Editors-in-Chief of a journal are appointed by the President of SCIPUB. Other members of the Editorial Board are appointed by the Editor-in-Chief of that journal. Guest Editors for Special Issues are appointed via e-mail. The Appointment Letter details rights and responsibilities. SCIPUB uses Appointment Letters for Editorial Board members since 2021. Appointment Letters have been improved and extended over the years. Editorial Board members' Privileges increased with time.

The Editorial Assistant will help to solve any open questions that may arise in running the journal. The Editor-in-Chief will send his/her complaints to the Director or President of SCIPUB. Editorial Board members should discuss their complaints first with the Editor-in-Chief of the journal. If Editorial Board members can not work out a solution together with their Editor-in-Chief they may also send their complaints directly to SCIPUB’s Director.

Preservation Strategy / Archiving

For readers and authors alike, it is important that journal papers remain available with a high probability. Two preservation time frames have to be distinguished:

Short to medium term preservation strategy is understood as a publisher's in-house activity. There are two aspects:
• Backup: SCIPUB performs a real-time backup in multiple locations.
• Access System Redundancy: At SCIPUB access is possible via more than one server. This ensures that there is little interruption and services are available with high reliability.

Long term preservation strategy is understood as a protection against discontinuation of the publisher as a whole, single journals, or single back issues. This can be due to business interruption or failure (bankruptcy, insolvency), some kind of catastrophic failure, technical failure, or natural disaster. Preservation services are offered by various organizations and national libraries. Many of these offers are not suitable to SCIPUB’s needs.

SCIPUB decided to archive all journal papers with Portico. Portico maintains a dark archive for SCIPUB. A dark archive is normally not visible. The archive will become available open access on Portico’s site only when a trigger event occurs:
(A) The publisher is no longer in business.
(B) One title is no longer offered.
(C) Back issues are not available for a period longer than 90 days.
(D) Catastrophic failure: The publisher has stopped providing online access to its publication for a period longer than 90 days.
For triggered content the Document Identifier (DOI) will link to the content now available on Portico’s site.

Migration: Portico converts the original source files of electronic journals to an archival format. Portico assumes responsibility for future content conversion. In this way, it will be possible to read SCIPUB’s journal articles in the future. No matter what format future technologies require.

The Center for Research Libraries (CRL) conducted a preservation audit of Portico in 2009 and certified Portico as a trustworthy digital repository.

In summary, authors can be assured that their effort of writing a journal paper will not be in vain and the paper will be available for generations to come. Readers can be assured an article will be provided when calling the persistent link to the paper also in the future.

Retraction Policy

SCIPUB recognizes the importance of the integrity and completeness of the scholarly record. The historic record of published research articles shall remain available and unaltered as far as possible. However, circumstances may arise where a paper got published based on misconduct or honest error. It may become necessary to correct the scholarly record in the most appropriate form:
• Expression of Concern
• Correction (Erratum or Corrigendum)
• Retraction
• Removal
Guiding principles for these measures are COPE's Retraction Guidelines and other accepted scholarly principles. The responsibility of correcting the records is with the editor of the journal concerned.

Privacy Policy

This privacy policy is a brief introduction to what personal information we (Science Publications, SCIPUB) may collect and how we may use the information.

What information SCIPUB may collect?
While you use our website, your visits to individual pages will be tracked and recorded in web server log files, although no personally identifiable information will be saved along with the information about visited pages. Meanwhile, we may obtain certain personal information (including, but not limited to, your name, valid e-mail address, affiliation, academic degree, position within your institution/organization and research interests) when you choose to register a user account with the website.

How SCIPUB use the information we collect?
SCIPUB will not sell or make this personal information available to any other (third) party without your explicit consent. We may use this information internally, including to evaluate and improve our business; respond to any questions, requests or comments you make; for targeted marketing purposes; or to identify and prevent fraud, claims or other liabilities. SCIPUB may contact you by e-mail to draw your attention to content that might be of interest to you (e.g. new services, products or publications). You will have the chance to opt out of receiving such e-mails by unsubscribing.

You may link to other websites that are not controlled by SCIPUB. Please take note that once you click to one of these websites, you are subject to that site’s privacy policy and not to ours.

Changes to this privacy policy
SCIPUB reserves the right to change this Privacy Policy at any time by posting changes to this page of the website without prior notice. Please check this Privacy Policy periodically for any modifications.

Complaints Procedure

Formal complaints are handled in a systematic way. They have to be submitted to journal@scipublications.com. The person making the complaint must be willing to be identified to SCIPUB and supply a valid contact email address. The complainant must be as specific as possible and provide as much objective evidence as available.

Receipt of a complaint is recorded and acknowledged timely by journal@scipublications.com. Complaints not fulfilling requirements are rejected without detailed investigation. Accepted complaints related to a journal are forwarded to the journal Editorial Office. The Editorial Assistant will investigate the circumstances and will contact SCIPUB's Director as well as the Editor-in-Chief or Editorial Board members for information and judgment. The Editorial Assistant follows the status and keeps in touch with all relevant people. The complainant is informed about the progress. The complainant is notified by the Editorial Assistant of the decision and given the opportunity to appeal.

Newly provided evidence is taken into account. The case will be reevaluated and handled by SCIPUB's Director, the Editor-in-Chief or an Editorial Board member directly. The complainant is notified about the reevaluated decision which is final.

Accepted general complaints not related specific to one of SCIPUB's journals are forwarded to the Assistant of SCIPUB's Director. The complaints procedure is otherwise similar.

Call for Special Issue Proposals

In order to better serve our academic community and deal with more focused topics with high current interest, special issues are welcome at any time during the year in any fields of science or social science subjects. Special issues should be organized by recognized experts in the area and attract articles of the highest quality.

Proposals for Special Issues should include the following:

  1. A suggested title for the Special Issue.
  2. The journal for which the Special Issue is intended.
  3. Proposed Aims and Scope, giving an overview of the Special Issue's intended focus and a list of the topics to be covered.
  4. The Guest Editors who are willing to manage the Special Issue, including their names, emails, affiliations, and a short biography (one paragraph) of each of the Guest Editors.

Article Processing Charges

Why SCIPUB defrays publication fees from authors?

All original research papers published by Science Publications (SCIPUB) are made freely and permanently accessible online immediately upon publication. We guarantee that no university library or individual reader will ever have to buy a subscription or pay any pay-per-view fees to access articles in the electronic version of any journal. There is hence no revenue at SCIPUB from the sale of subscriptions to the electronic version or from pay-per-view fees. Yet, the online publication process does involve costs including those pertaining to setup and maintenance of the publication infrastructure, routine operation of the journal, processing of manuscripts through peer-reviews, editing, publishing, maintaining the scholarly record, and archiving. To cover these costs, SCIPUB defrays publication fees (also called Article Process Charges, henceforth APC) from authors and subscription charges only for its printed version. APC are due when a manuscript has been accepted for publication.

In order to encourage the long-term scientific research, papers submitted to Open Journal of Educational Research from April 01, 2020 to August 31, 2021 will be published free of charge.
